This problem indicates that PhotoPerfect might either be blocked by your security software or some registry entries could be defective.
Please temporarily deactivate your security software to find out if you can start PhotoPerfect then. If yes, please reconfigure your security software, so that Photoperfect is no longer blocked.
If no, please uninstall PhotoPerfect, reboot and install again. If this also does not help, it would be great if you provide us with more information about your system, like e.g. CPU, firewall, antivirus, RAM etc..., so that we can investigate this further.
